Zagreb, April 29, 2025 – Petar Glavaš, management board member of ENNA Transport and ENNA Logic, participated in the conference “TEN-T Network: Transport Cconnectivity for a more mompetitive economy”, held in Zagreb on Monday, April 28, 2025. The conference, organized by 24sata under the auspices of the Ministry of the Sea, Transport and Infrastructure, brought together representatives from both the public and private sectors. TEN-T refers to the Trans-European Transport Network – a planned network of roads, railways, airports, and inland waterways across the European Union.
Petar Glavaš took part in the conference’s opening panel, titled “Logistics and Supply Chain Management: Multimodal Transport Solutions.” He was joined by Ivić Vodopija, Director for Eastern Adriatic and Central Europe at MAERSK; Hrvoje Ordulj, Head of the Traffic Safety Department at Croatian Motorways (HAC); Ivan Kršić, President of the Management Board at HŽ Infrastructure; and Vojko Kocijan, Head of Development and Projects at the Port of Rijeka Authority.
In his opening remarks, Glavaš presented ENNA Group’s Logistics Division, including the companies ENNA Transport and ENNA Logic. He emphasized the significant investment in the Rijeka Gateway container terminal, while also addressing the challenges posed by railway infrastructure development, which is currently hampering freight transport.
“All carriers support infrastructure investment; however, we must recognize that the cargo is already here, the terminal is opening this year, and we need to find a model to transport that cargo amid long-term rail construction works,” said Glavaš. He added that the planned lowland railway from Rijeka to Zagreb will take years to complete. As an example, he pointed out that the Dugo Selo – Križevci – Koprivnica railway project began over a decade ago and is still not finished, despite being technically far simpler than the lowland line from Rijeka to Zagreb, which includes numerous long tunnels.
In this context, Glavaš emphasized the importance of close cooperation with HŽ Infrastructure, but also highlighted the need to take a broader view and develop innovative solutions that would enable faster, more efficient, and more competitive freight rail transport.
“As part of the private sector, we’ve been active on the market for over ten years and believe we can significantly contribute to its improvement through our experience. It’s important to note that private operators currently handle around 60% of the market, representing a substantial volume of goods moved by private rail carriers. Our goal is to ensure that the modern terminals we are building do not become bottlenecks once connected to the broader transport network, which is why we call on all stakeholders to consider the full transport context,” stated Glavaš.
Commenting on the ongoing rail construction, Ivan Kršić, president of the management board at HŽ Infrastructure, pointed out two major challenges to faster project implementation. The first is the lack of qualified designers in the Croatian market, which often results in companies being awarded contracts but failing to meet deadlines due to insufficient staff. The second major challenge lies in Croatia’s administrative procedures. As an example, Kršić noted that for the new rail project from Hrvatski Leskovac to Karlovac, a 10-month environmental impact study had to be conducted to assess the effect of increased rail traffic on frogs and storks in Draganić—even though the railway has passed through that area for 150 years.
